New requirement for immigration exit control in Mexico

As of April 3, 2025, Mexico applies a new procedure for the exit of undocumented persons from the country. Find out what it entails, who is affected and how agencies should proceed.


New immigration provisions for exiting the country

Mexico's National Immigration Institute (INM) has implemented a new authorization mechanism for the departure of foreigners who do not have valid immigration documentation. This measure, made official on April 3, 2025 through official communication INM/DGCVM/1270/2025, has direct implications for the daily operation of travel agencies.


🧾 To whom does this new requirement apply?

The regulation applies to passengers who:

  • Do not have current immigration documentation, or.

  • Possess an expired passport or travel document.


✅ In which cases is exit from the country allowed?

Departure will be authorized exclusively when the person:

  • Is going to the country that issued his/her passport/travel document, and.

  • Can be fully identified as a national of that country or as a legal resident with a re-entry permit.


Where is the Oficio de Salida del País issued?

This official document may be processed at the Public Attention Offices of the international airports in Mexico.


🔗 Recommendation for travel agencies.

It is recommended that all travel agencies verify with their passengers the status of their immigration documentation before issuing tickets departing from Mexico. In case of any doubt or special situation, refer the case to the immigration authorities or to the Agencies Portal to manage the process appropriately.
